Identify vacancy
Vacancies can exist in an organization when
someone leaves or changes jobs, leaving their own
position unfilled. These vacancies are for
established positions, so managers easy to identify.
When an organization develops or expands, new
or fully new positions may be needed. The nature
of these openings may be unclear ( job analysis
need to establish)
To avoid surplus or shortage, the organization
must make the decision to hire new employees
based on demand and supplies. At this stage
organization also can prevent a high turnover rate
in the organization
